To obtain higher levels of Magic spells, find as a drop, or 'gift' them to Leon , who will level them up. The price for each level differs accordingly (some are from translated wiki).
Note: This only applies to "Magic"(elemental/healing spells). Monster 'music' and weapon skills cannot be upgraded unless you find them in a chest randomly. In addition, medi-magic can cure seal, poison, and paralysis once reaching level 10.
